Why do People build Ar-Pen on ADC´s even if they fall behind in the early and dont snowball?

Aint the purpose of this build to abuse a early lead and finish the game before tanks get too tanky?

I often see mainly Jhin players continuing to build the typical Ghostblade-Duskblade stuff even tough they get uterly destroyed early and can´t capitalise on the advantages this build gives. Would it not be better to just farm up and go standart crit to be a relevant threat later on?

because killing a carry results in a won team fight by default. and all the items are cost efficient. they also come with raw utility like movement or cdr what other crit items lack.

compare both builds, sure crits better and can put out 2x as much damage, but why would i need to deal 2x damage when this build kills them just the same except now its easier to pull off, im not as squishy, and i can do more.....
