Ignite should pierce through Shields

Ignite is already in a terrible spot because so many champions rush health items now. But shield abilities hardcounter it from lv 1, that shouldn't be a thing.

Having to grab a shield ability at level one is already a sacrifice for a champion against ignite.

I feel like that's a waste of ignite with how short the CD timers are at level 1.

Though I suppose "early levels" would have been more accurate than "level 1".
