Hextech Crafting

Wasnt the hextech crafting changed so that if you got a certain tier or higher (believe it was legendary and higher) you wouldnt need orange essence to make it permanent. Asking cause I got dragon trainer tris but its still asking for orange essence wasnt sure if the change was reverted, was a bug or I simply just read the information wrong just need someone to confirm for me
