Can you only get one key a week?

I can't find anything official that says it, but I've noticed once I get three key shards, they don't seem to drop again the rest of the week. And no, I'm not loot restricted, so it isn't that. Anyone know if this is a thing?

I think I've gotten about 5 key frags within a week. It's just completely random on when you get them.
