The spell vamp removal was solely from the item shop. Runes, champs with spell vamp built into their kit will largely be unchanged.

Right now 
kinda has a strangle hold on WoTA and its Spell Vamp hence why its being removed to make him a more healthy champion to play as and against along with his update.
