Can Mordekaiser's Q apply full spellvamp against champions?

Now, I can partially understand why Riot wouldn't want Mordekaiser's Q to do full spellvamp versus minions. that's 600 damage to spellvamp off of early game every few seconds (except not really because that's only 75 health vamp'd with WotA after maxing it first) But why gimp it against champions?

I know spellvamp is kinda looked down upon by Riot, and spellvamp is already sub-optimal on Mordekaiser, and they removed the aura from WotA a long time ago because riot wants spellvamp to suck, but why make it even worse on Mordekaiser's Q specifically?

EDIT: While we're at it, fix the w bug. Sometimes the ending life drain portion will not do damage to -everything- in range.

I don't believe it is intentional.

Pre rework, Mord's q dud Area of Effect, and AoE abilities have reduced effectiveness with spell vamp.

Ironically, Mord's Q is still coded as AoE, if memory serves me correct, so I'm sure this is why you have reduced healing with Spell vamp on Q.

it doesn't? I think its a bad practice to have to go in and tweak champs and creating exceptions. I can see it for things like runan's and vayne/ lucian but those are pretty extreme exceptions. I can also see it a separation between interaction with minions/monsters and champions. Like some junglers have bonus dmg vs jungleShyvana Shen . Having this differentiation can really help.

I could see Mordekaiser heal less versus minions with spellvamp. I can also see Zed's passive not apply to minions.

Imo spellvamp/lifesteal should heal but only off dmg dealt not potential damage beyond kill. not sure how that works vs minions. if I crit a minion with 10 hp left for 700 dmg do i heal off 10 dmg or the 700?

I could be wrong but I feel like a nasus q a minion with 10 hp gets full health back almost.

maybe if its the killing blow and the damage is low the heal could be one third the potential damage you dealt.

why does it have to be a science to understand each champion.

I'd rather understand overarching game mechanics that account for a lot than have to have learn how each champion specifically interact with a game mechanic. For clarity, like clearly his q is a single target spell. anyone playing league and looking at the information presented would be suprised o find out otherwise.

doesn't gunblade heal for 15% off any damage dealt tho?
