Rakan With New Runes Stat

Might be just the meta.

Spellthief buffs brought more dmg bot (bad for him in lane), which also attracted hard-cc tanks (also bad for Rakan in lane) and top lane is tanks and zoning poke which he doesn't want to go near (he'll get cc'd, blow up, or both).

Considering the above and how many games it takes to play him he's doing pretty good tbh.

tldr: I doubt it's a Rakan specific problem :/
