Riot help, this is not lag, this is a bug

​Every skills, spells, and moves of my champ got delay i must wait a few seconds before the skills, spells and movements to work i barely cant control my champ, first this happen for a few seconds but now it tooks than 3 mins to end, i tried submit this to riot, uncapped my fps, and switch my mouse, use hextech repair tool and full repair but those ways are not working this is not lag at all, my allies and enemies movements, skills, and spells work instantly and very smooth you can watch those match with qiyana in my history except the jg qiyana game bug nothing happen on that game and again #This is not lag, because if its lag then i cant see allies, enemies skills, spells, and moves instantly and soo smooth
