What's the reasoning behind that move?
That worked good for hybrid AP champs. I used to build that on gragas, phoenix udyr, blitzcrank, alistar.
The hybrid AP combo used to be Frozen Gauntlet + Liandrys. (I saw Karma's that would destroy with that combo)
I don't even use gragas anymore because of it.

Well considering the size of the aoe scales off of armor, I guess they wanted it to be a tank item.
20% cdr made it better for a niche few champions.
