Can we make conqueror limited to non-crit damage?

The intention of conqueror was for melee bruiser to be able to trade against tanks top lane. The last time I checked, no bruiser has a viable crit build with the exception of GP. Tell me why is someone like Yasuo allowed to abuse this keystone? You buy randiuns to counter him, but nope, true damage renders the crit reduction on it useless.

Couldn't tell you but honestly anything that lets you do true damage is just busted espcailly when you can have it up forever as a melee person :p

That seems a bit unfair since Yasuo is balanced around his damage coming from crits. Other champions have huge AD ratios on their abilities so they don't need (or want) to build it. Fiora gets a free crit from her E and Riven gets huge bonus her autos from her passive so both don't really like building crit. Why should Yasuo or Yi be punished? Yasuo's winrate is 50.04%.

Yasuo can't abuse the keystone because of his reduced crit damage (25% less crit damage on Q is a lot, especially before IE) and low damage in general. The reason he doesn't abuse it right now is pretty much his low damage early-mid game (before cloak).

Now say Fervor was still in the game along with old runes, then he would be abusing conquerer. While that is irrelevant, I like to think about how disgusting that is.

Also, it wasn't just for bruisers I think. Basically anyone that is rendered too weak against durable opponents to be viable against them would need it.

edit: Randuins still reduces the true damage he would do from conquerer due to the passive. So IDK what you are on about.
