Adjusting Redemption and Locket

##Here's a proposition on how to adjust Redemption and Locket:

Let Locket's active be 100% effective for champions who provide shields (or resistances - like Braum) and Redemption's active be 100% effective for champions that provide heals to their teammates. Which means that a healing champion who buys Locket will have 85-90% effect strength active and a shielding champion who buys Redemption will have 85-90% effect strength active.

The active effects of Redemption and Locket are scaling down for opposite utility provided by flat 10-15% reduction. This means that champions without a single heal or a shield in their kit for allies (and are now buying Locket + Redemption either way) will have weaker versions of the items because they aren't utility oriented (Zyra and Malzahar specifically). This only leaves dealing with Windspeaker's and Colosus keystone (as Windspeaker gives resistances and Colosus generates a self-shield on hard CC). Windspeaker's resistance buff does not count towards buffing Locket to 100% active effect strength and CotC doesn't count at all, because it's a self generating shield.

In my opinion, these changes might be worth exploring. Thoughts?

I still feel like redemption needs to be split into two items with one being the healing and another being the damage part but it being an actual damage item
