The more ap she has, the most MS her W gives her, she uses W, she no longer has any bonus MS until it comes back off cooldown.
what's the point of having more MS with W but you can't use it or else you're slow as fuck and u die.

The W's cd is longer than the slow, what's the point of using it to escape, the enemy will have time to catch up to you during its CD
