Why do hextech chests still give champ shards?

Recent all the ones iv'e opened have been nothing but champ shards... And champ shards to champs that i own already..

At the very least make it where it gives a champ shard for one that you DO NOT ALREADY HAVE.

I know it's a free system, and i have gotten lots of good loot previously from them, ranging from lego skins, and some ok ward skins. But come on man... I see so many champion shards over and over and over again AS OF RECENTLY that seems to be all these damn boxes have.

Like it takes an incredibly long time to get 3 key fragments, just to open 1 of your stockpiled chests, to not have any expectation, and still get somehow disappointed seeing a fuckin Jhin champ shard for the 4th time in a row.

And the fact that people actually pay money for these chests, and still get ripped off baffles me. I don't even buy them, and i still get disappointed. Can only imagine how people feel who buy them v.v.

Because "fuck you", that's why. The same reason Riot cut the orange essence from skin shards by half without touching the cost to upgrade to permanent or the $ cost, conveniently immediately after one of the first big legacy orb events. I spent $25+ on orbs only to see the essence value almost immediately cut by so much I could only afford 2-3 skins out of the 12 or so that I got.

I vowed to never again give Riot another penny, and honestly anyone who still gives them money after how hard they've screwed everybody with this system is gullible as hell.

Third Chest in a row and a champion shard i was really hoping for a skin shard...Its really hard to get a chest and then they give you a champion shard that you can get from capsule*[sg-ahri-1]*

I don't know about you, but I have a ton of keys and key fragments with no boxes. Happens when you only want to play a couple of champs :/ Although, I do agree to an extent. Hextech chests should drop chromas or something instead of champion shards, with the same chance of legitimate skins. I mean, we already get all the champ shards we can handle from leveling up. No need to feed us the exact same useless things for something we pay for.
