@Riot - Champion abilities that could use some love

Hello Riot. I would like to suggest a way to view champion abilities for balance purposes.

And this I call the million damage test.

And it goes as follows...

Given any ability, what would be the impossibility of the enemy team winning the game if the ability were to deal a million damage?

Example Shunpo -> Two teams with extremely skilled players are playing against each other , with one side having a Katarina that deals a million damage with Shunpo. What are the odds that the disadvantaged team will win?

In our case with Shunpo, the odds of the winning team being the one with the million damage Katarina is near 100%, because Shunpo isn't easily outplayable when both teams have great players. When considered with the rest of Katarina's kit, like the reset mechanic on her passive, Shunpo becomes a game winning ability with almost no counterplay. Therefore, Shunpo should not be an ability to receive damage buffs.

Example B Final Spark

Even when Lux's entire kit and the kits of her team are considered, Final Spark still has a long enough cooldown and dodgeability that any outplays will significantly damage Lux's ability to carry with the million damage ability. For example, in two teams with all pro players, the players could conceivably dodge all dodgeable lasers and use Stopwatch to nullify Final Spark in the final game winning teamfight. In our case with Final Spark, we can therefore safely say that Final Spark can be buffed indefinitely until the champion feels absolutely amazing to play, and even if Final Spark did a million damage, it still wouldn't be overpowered.
