dynamic Q wait times

all week when i go to play ranked on bronze. in Q i wait 15-30 minutes for a game when bronze has the largest population by fare. why dose this happen riot? ud think bronze would have 5 minute wait times at most considering the expected wait time they show me is lacking sorely
