Why is randuins omen's passive not unique
Sure, it's good for going against crit teams, but whats the point if they can get an ie and cancel it, along with the face that you'd have to get 6 just to bring it down 10%(if they got an ie)

I don't understand what you're wanting.
The -10% crit damage is a base stat, not a passive.
Even if your enemy gets Infinity Edge, you are still reducing their overall damage from a critical strike by 10%
Lets say for the sake of simplicity, your enemy has 100 AD and the IE passive.
When they critically strike they now deal 250 damage instead of 200.
You still subtract 10% of that.
So instead of subtracting 20 damage from 200, and taking 180 damage
you are subtracting 25 from 250, and take 225 damage.
Infinity Edge is a very expensive item. It is 700 gold more than Randuin's Omen.
It should be stronger.
But, you also have to keep in mind that Randuin's Omen still gives a lot of health, and makes that health even more effective with the armor.
Plus the Unique passive that Randuin's Omen already offers, Cold Steel, automatically reduces the attack speed of your attackers, further decreasing the opponent's combat effectiveness against you.
So again, what are you wanting?
The fact that this is not a passive, or a unique passive doesn't really make it any worse. In fact, it technically means that you could buy more than one Randuin's Omen to decrease the damage you take from critical strikes further, but most people won't do that because there are other items that offer more utility.
Theoretically, it could be made into a unique passive and could be stronger.
Is that what you are looking for?
My theory on that is it would most likely become a conditional effect if that were done.

i've done it a few times actually, specifically in a few tryndamere matchups.
yes that was what i was thinking, thanks for the explanation!
