Is to give Valor a passive. It kinda makes no sense that she should lose her passive when she enters bird form. Ok she gains extra stats , but she becomes melee and loses her passive, which gives her her burst combo. Her vault ends up being weaker as Valor, because as Quinn she can vault auto, and since vault triggers harrier , she has some burst. However as valor, this mechanic does not happen.

ProfDrDeath1 votesValor gets crazy MS (especially since it scale multiplicatively instead of additively like most MS boosts) and heavily boosted attack speed.
However, I'd trade the doubling of the AS passive for some nice new Valor passive.
