how to fix the devourer problem

just remove it and stop wasting your time trying to balance it. the item is broken it's unbalanced, if you really want to balance this thing and keep it in the game then disable it until it IS balanced enough for normal use.

Make the attack speed scale with stacks. Other than that it is balanced

Just gut all of its stats, nerf shyv and then try again in 8 months
