ultimate vs third ability is their argument.
veigar cant be seen as "dependent" on a skill thats "like an ultimate ability"
when in reality old veigar was very hit or miss, needing to land that stun, riot just didn't agree that "paper thin" or "dive his face with any cc to just outright obliterate the little evil glass cannon" as "counterplay" or "in a healthy state"
i was a veigar master, but i still only landed that stun because it was a tiny little sliver against questionable hit boxes maybe 75% of the time.
Veigar is very clearly worse than Annie. Don't play him in ranked.
Veigar has delay on stun. And it's on a longer cooldown than Annie W/Q + passive.
Plus, Veigar can only nuke one person at a time. Annie can nuke 3-5 people in a teamfight with AOE damage.

And anyone who says "Veigar E has better zone control than Annie." This is just not true. An instant stun is better than a box that a person can easily avoid! Stunning a target stops them in their tracks and zones them to exactly the point that they are at.
Admittedly, the old Veigar box was a little broken as a support tool, but once it got nerfed, Veigar's entire kit fell apart.

annie's stun is gone once she lands an ability. veigar's stun make an entire area off limits for the duration. that's a lot of zone control for a non-ultimate ability. the change allowed them to give more power to his other abilities.
My only problem with veigar is his W, it feels so slow and clunky and it's harder to hit then before with the E changes so it's now even more of a worse
W...
Veigar isn't too bad now. You can still catch people in the stun, blocking dashes is very good utility, and it is still one of the strongest non-ultimate abilities in the game. I picked him up for a few games and he is definitely still viable, don't understand the outrage.

could stun people instantly at the rim at like 1025 units. No Warning, just stunned and suddenly dead, or trapped and can't escape, or zoned until it decays. In Annie's case,

Range. Annie stun has far less range than Veigar stun.
There is a host of other, smaller reasons, but that is likely the big deciding factor.
There is a lot separating Annie's stun from Veigar's stun, such as:
-Veigar being able to stun from a longer distance -Veigar being able to stun on-demand -Veigar being able to burst his stunned target much faster -Veigar having a much larger AoE on his stun -Veigar having a stronger stun
That doesn't make Annie's stun any less unhealthy, but it does offer a pretty good explanation of why Veigar could have his stun nerfed by adding counterplay while Annie's stun could stay the same. For now at least.
Pros: High damage, nearly no cast time, and easy to hit Cons: Longer cooldown and reliance on flash to get it on multiple targets.
Not saying annie is perfectly designed, but Veigar's had much longer range and was on a basic ability.
