I think someone mathed it out and said she's actually screwing her dps pretty hard by building the item. The sheer stat inefficiency is just too much to deal with. It's more of a Kog item.

They're probably going to have to nerf it on ranged champions.

It is a nerf to melee and likely a major buff to the likes of Kayle and Kogmaw who broke it far more then any melee.

Phantom Hit was removed from Sated and now replaces the AoE damage. Despite how normal Phantom Hit won't be accessible to Rageblade anymore, the reduced stack requirement and increased stats - that include attack speed - will probably only make it stronger.

The only thing we really got out of this was removing Sated Devourer. Guinsoo's will only become more of a priority pick-up even if its AP is practically worthless on the champions that use it because those champions only used it because the Phantom Hit was so synergistic anyways.

You don't understand the item at all...

This isn't really accurate. The item's stats are actually lower than before. The item has received an increase of 5 AD and 10 AP at base, but the amount of stats per stack is unmodified, and the stack limit is lower. This means that a fully stacked rageblade is losing 1 AD and 16% attack speed while gaining 2 AP. In addition, the item's price has gone up by 800, leaving the item much less gold-efficient. By any measure, you're getting worse stats for the cost. Another thing to note is that while stack reqirements have been lowered for ranged champions, melee champions can't stack twice as fast anymore, which actually increases the number of attacks they need to make to stack the rageblade.

It's a significantly weaker item than before, and even some of the Sated Devourer champions will think twice before picking this up.

Its fully stacked stats changed from 72 Ability Power, 54 Attack Damage, and 64% Attack Speed to 74 Ability Power, 53 Attack Damage, and 48% Attack Speed. That's a slam total change of 2 more AP, 1 less AD, and 16% less AS. So in return for less stacks, we just got more stats that are there in the first place. Though, apparently the AS in its recipe disappears - this is very troubling because I assumed that it was the same situation with BV where the Hp5 didn't show up in the tool-tip until it went live. This is why I said that it received higher stats, because 9% more AS coupled with the higher "basic" stats and on-hit magic damage is essentially a pure buff to its slot efficiency.

As for its pick-up potential, I still believe that champions that previously used Devourer will still want the Phantom Hit, so just like before they'll rush Guinsoo's right after they finish their jungle enchantment - in this case Bloodrazor. The one difference is how long it will take to purchase it, but considering how much friendlier the recipe has become, it's less of an issue than you're making it out to be. Melee champions won't be able to stack it in 3 or 4 hits anymore, but it's less than a 2 second difference for practically the same damage output. Kayle, Kog'Maw, and various other non(meta)-junglers will see it as a buff, since they can finally benefit from the Phantom Hit. If it wasn't for the fact that Vayne and Kalista don't have any AP scaling whatsoever, we could've expected them to make Rageblade core to their builds because of their passives.

every adc who is not a spell caster will likely work with guinsoo+ hurricane+bork/bloodrazor build, especially kog kayle and stuff maybe ashe too
