The Singed changes make him a pretty damn good initiator.
He was already decent at it, but holy shit the new Singed is fast.
He can draft off of ALL champions, not just enemies. You can't get it off allied practice tool dummies for some reason, but it works on actual allies.
This means that if his allies stand near each other, he can run through all of them to receive a massive speed boost. If it's calculated additively, it's an 80% boost (1+ (0.2 * 4)). If it's calculated multiplicitively, it's a 107% speed boost (1.2^4).
Either way, Singed has such high flat movement speed (475 with level 3 ult and Tabi) that he gets insane value from this. He always runs ghost and sometimes buys Righteous Glory, so he is going to be fast as fuck boi.
Yeah, it's a short buff, but you are fast enough that you will pretty quickly get into the middle of the enemy team, refreshing the buff and going wherever you damn well please.
