Is ARAM truly random?

Sure it's an anecdote but... The number of times I've gotten Xin Zhao or some other melee champ far exceeds the number of times I've gotten a good ranged champ on ARAM.

I am also quite certain the number of Varuses, Luxes and Ziggs I see on the opposing team is significantly higher than the number I see on my team.

I think the ARAM algorithm needs a look over to ensure these insanely stompy comps don't happen to people as often as they do.

It is random, HOWEVER:

Douchebags make aram-only accounts
The system seems to favor FTP champs, even when I do own the champion, if it's FTP, I seem to get them more often
Don't forget that whoever got Lux/Sona/Ziggs etc is not going to reroll them... whereas the guy who originally gets a bad aram champ can reroll them and hope to get a much stronger pick

People just make ARAM only accounts so that tips the scales in their favour. I hope all champs are available soon.

Yes it is random. But do keep this in mind: The more other people you're playing with that have a champion, the less likely you are to get it since it'll likely give it to one of them. So if everyone else only has the ranged champs, you'll probably get a melee one since it gave all your other possibilities to them.
