What's up with Fizz's damage?
He can miss his E and still insta kill most anyone? Not sure How I'm supposed to outplay that which cannot be dodged.

Sounds like he was either fed or you were low. Two things you want to avoid with assassins.
You can CC him mid-Q.
If Fizz misses his E, and still kills you, he was horribly fed, or you were at low health.
Because his Q-W-LB proc damage is not that high.
Use 
When he uses his combo and then stun him and finish him off or at least do enough damage where he has to recall and out farm him.
No-- this issue has been killing me for months. As a Katarina and LeBlanc main, you can shunpo or distortion out of his dash long before Fizz hits you, but the damage will indefinitely apply. The same issue is in Jax's leap strike. I can't find any justifiable reason why this would be intentional.
I can't tell you how many times I've escaped with low health and Fizz's dash killed me after I was far away (Shunpo, Distortion). Counterplay? I think not.
In this thread - Fizz mains trying to defend that he ISN'T broken.
