Lucian is in a bad spot right now
He's currently 2nd worst adc in the game win-rate wise(46%). He has some major issues now that itemization has been changed/fixed/reworked. Hes pretty weak in lane now going the old-school crit build. He has no real harass anymore with a short Q, it doesnt hit that hard either, cause of no armor pen. His all-in is extremely weak, because he cant really poke them down OR 100-0 all-in them with crit components. Even before the Q range nerf, you had to poke them down some with Q before you could all-in. You didnt have to do this with the armor pen build, so it was a justified nerf. Going back to the crit build, he may need a smidge of range added back to his Q. Hes just extremely weak in lane where he should be strong. One of the main reasons his win-rate is atrocious right now. You just get bullied in lane by pretty much every ranged support in existence, and nearly every ADC. Your only recourse of action is going all-in, but its near impossible to pull off with crit items.
His mid-game is still good, and his late is ok. But you have to wonder why are you playing a meh mid/late game short-range adc who needs 3 items to to get going, when you can just play Ez/Jhin/Cait/Vayne/etc. who are all stronger in lane and stronger late game.
I really think his last few nerfs need re-evaluated since itemization changed so heavily. A lot of those nerfs were directly related to the Armor Pen builds, old ghostblade, fervor, etc. As it stands, you have to wonder why you would want to play a guy who is weak in lane, scales worse than any other 2-3 item crit adcs, and has zero utility. I think the first order of business is maybe adding some range back to his Q. He needs something to whittle people down or give him some kind of lane presence when going slow scaling crit builds. He also needs some kind of protection from ranged supports; you pretty much have to be right on a minion to hit most people harassing you with the Q now. Again, it wasnt a problem with ghostblade; you could literally all-in off 1 combo. Thats not the case anymore.

but that is when tri had crit
