Changes to Bring Lucian Back to Bot Lane

So for a good portion of season 7, Lucian was played not as a crit-based adc in the bot lane (which is fine in and of itself). Instead he was played in the midlane as a bully, using the BORK/Cleaver build.

Now that the BORK/cleaver interaction has been nerfed, Lucian does not really fit in either mid lane or bot lane as well as he should be. He lacks the range and Attack Speed that some hyper carries (twitch, tristana) have and he lacks the tank-killing capability that vayne and kogmaw have. And if you look at Lucian's W, you can see it has very little effect on gameplay aside from a small MS buff or some poke damage if he has built AP. AD Lucian's W is basically just a phage passive.

Lucian is a great duelist, even having the ability to turn 2v1 fights in his favor with his E dash. So how about we bring Lucian back to a mobile duelist by pushing some of his Q damage onto his W? For instance, dialing back his Q damage but having his W damage scale with crit chance and the MS increase with level means that he cannot rely solely on his Q for poke damage in the mid lane. He now has some incentive to buy Crit Chance (Essence Reaver mainly) instead of just rushing cleaver.

This W change would force lucian to make better use of his passive, increase his damage with Crit while nerfing his damage without Crit, allow him to have an actual damaging ability on his W and allow him to get that MS buff without building a cleaver.
