Give Soraka a chance to restore mana again

Riot, I've had a chance to play Soraka a few times with the rework. So far, my only issue is not being able to restore mana. This was something that made her unique and quite valuable. My suggestion is to give her a chance to restore mana to herself or allies. The way I've come up with to do this is to add it to her E (Equinox). If you successfully root an enemy champion, it should restore half the cost of the spell to both Soraka and nearby allies. The more champions that are caught in the root should increase the mana restoration (ex: Root=50% restoration of the cost of the spell. Each additional enemy champion that gets rooted adds an additional 25% of the spell cost. So if 2 champs get rooted, Soraka gets 75% of the cost back and nearby allies also get the restoration). Being able to restore mana was a huge part of Soraka and that should be given back to her.

This is just my suggestion. I'm sure someone will be able to come up with something better but this is just to get the ball rolling. We need this integral part of Soraka back.
