What's really the point of Kleptomancy, though?

Kleptomancy is for sure a unique rune in many regards and can be loads of fun to play, but from a design/balance perspective, what does it really to the game? It just seems like an RNG based gimmick of a rune that no champion would legitimately take unless they abused the hell out of it (ezreal, GP for example.) Champions with on hit procs on spells are the only ones who take it, and they have plenty of other options without it. It's fun for sure to have 5 potions going at once playing ezreal, but as far as game balancing goes, an RNG based gimmick has no place in this game as one of the 15 keystone runes. IMO, there's just no place/reason for Kleptomancy to exist.

Sustain. Gold. Pretty much those two. As a bonus the lack of counterplay will tilt the heck out of experienced opponents that knows what it does.

Honestly I haven't used it but from the majority (that means most) of the people using it they've only managed about 400500 gold for a 3040 minute match. That's not a very significant gold lead when there are ton better "runes" to be used.

Honestly, it only serves gold-hungry champions as well. Even teemo has low benefits taking it top compared to other runes

One of the best tools in the game currently to handle a poor matchup.

Also, probably gives more gold than it should, especially if you sell back the items it provides.

The next aa(on a champion) after casting an ability will grant bonus gold AND possibly grant a random item. This works well with futures market, as it'll let you reach your powerspike faster and have enough gold to stay out of debt

Getting pots while in lane is pretty strong. And as the game goes on, you get better pots, like Oracle Elixir and the usual Stat-Boosting ones.

As to why this has been created, I think it has been made to encourage continuous aggressive play fro the user fr maximum potential.

While people claim it is broken for Ezreal who wants to have his core items by mid game, I think it, in theory, should be great for any ADC. Why? They are the most gold-based in the class, their damage scaling directly with the items they build. Some low range cases like Sivir or Graves will probably not work, but Caitlyn, Ashe and Miss Fortune may actually love it.
