Ask Riot : Repport for verbal abuse and Instant feedback

I get it, we all have bad games, loose control and get infuriated by an ally. But when it comes down to death threats and encouraging self arm, I think two think should be done. On one side the person that his being bullied, when reporting the verbal abuse a link or a hotline number could be added for immediate help. And on the other end, the bully, when he finally receives a chat restriction or any kind of penalty, the same kind of help link or hotline, cause someone saying such things must have a hard time themself.
