Of they allow boosting, they even encourage it. Welcome to dynamic Q.

If they wouldn't encourage it they could just separate solo MMR from group MMR.

He dynamic boosts its technically boosting but technically legal under riots rules because well dynamic que. He only does this because there is no point to play in high elo with dynamic que and how easy it is too "boost" people

you can do the same thing with smurfs and as he is doing with duo q. boosting is when you play on someones account and you play it until its in a higher elo...so this is not boosting.

however, since subs pay him to do this its a bit unethical if you look at it like that.

I mean I dont see a problem with it or care since it doesnt really effect anything but the main problem that does effect me is dynamic que being as bad as it is. He is just boosting 4 people at a time instead of just a buddy or something via duo.
