Proposed base mechanic to help with high latency and optimization of combos

This is a mechanic from Dota called "Shift-Queueing", and it's pretty simple.

If you hold shift and then enter multiple commands in advance, your character will execute those commands in order.

For example, Fiddlesticks could press Shift--R-Flash-Protobelt-Q on the carry, and he would flash the moment after he blinked with his ultimate and protobelt+fear the enemy carry nigh instantaneously, minimizing the crowstorm time wasted in transit.

Nocturne could do Shift-R-R-Q to fly onto the enemy carry and Q on arrival.

In a more mundane scenario, you could Shift-queue movement and attack move commands to clear the jungle on high ping.

Just like creep-denial, there are certain things that just don't work for League. Counterplay and clarity is a huge part of League, and making it so people could macro their engage from fog would heavily injure that part of League.
