What was the intention for the abyssal scepter pre-rework, and what are you planning with it now?

I didn't feel like it was a tank shredding item, more like an item to pick up for an edge against AP heavy teams, when you yourself are AP. Now it looks like an item that will be used for tanks, against tanks. I know it was reverted but i'm sure you will test it out more, so what is the plan for that item?

They revert changes in the PBE if they aren't going out with the net patch. It will be back soon.

The plan for that item is for AP bruisers, I think. We have been told to expect a new item for mages that occupies the same space as the old Abyssal Sceptre did.
