Can we have trinket upgrade back (stealth and vision)?

I think it's cool that Riot gave us basically a free trinket upgrade that ramps up to a full stealth ward at lvl 18 but I think it would be cool if we were still given the option to upgrade it to the full version for the 250G with the option of the vision ward upgrade. I mean you can still have it so that people who don't want to pay the gold gets the same end product but maybe reward those of us willing to sink that gold at level 9? It just feels kinda weird to me not having the full recharging stealth ward at lvl 9. I don't think this would be game breaking or OP.
