if more than 90% of the time you're going to end up as support regardless of what you put as your primary? I honestly don't mind filling which includes playing support but come on this is ridiculous. I put fill secondary so I can try out a decent mix of roles.

Then put something else in the secondary.
That's the whole point of secondary. If you don't want to play support, then pick something. Not a lot of people like playing as Support, so obviously Support queues are going to be much shorter. Fill pretty much means "I don't care what role I get, just get me into a game." Naturally, you're going to get Support most of the time.
Then tell people to play support.
The solution to your problem is to get to an elo where people actually want to support. I've been using fill a lot and I get support less than every role but mid.
