Increase the base heal but then just have it so Akali's passive heals for like 50% off of minions. Doing so would hurt Akali's ability to sustain through lane and force her to play a more aggressive style if she wants to heal for more. This would also allow for Akali to become a bit healthier and would give her more defined weakness and advantages with her passive.
the problem with akali IMO isn't her laning (pre 6 its pretty garbo) but what happens after she builds 
with 3 dashes available immediately.
The daily "Akali is soooooooooo OP post" hah I missed that. I won't even start arguing because I know it is futile with around 95% of the boards and just say:

How about the opposite actually? Akali's oppressive in toplane because she just outtrades you and heals up. If she healed less by trading with you, she'd be forced into playing more passively and would be better catered to be a midlaner than a toplaner
Akali is having a rework , she won't get touched by any means , she has low playrate so all what you can do is to ban your permaban champion and pray that they never pick Akali
