Interraction between guinsoo's rage and fervor of battle

Does guinsoo's rage applies fervor of battle's damage twice every other auto attack? It really doesn't look like it when I try it in customs. Since the fervor of battle is described as an on hit effect, it should right? Is that a bug or am I missing something?
