Banner of Command wasn't good for the minion buff in ARAM. it was good in ARAM for the +20% MOVEMENT SPEED. I NEEEEEED IT! I've been using it in almost EVERY ARAM game since it came out, and it has been very effective for my playstyle. Now I just feed because I'm not used to being so slow... they need to leave ARAM ALONE! it's not summoner's rift, so they should just LEAVE IT ALONE. remember what they did to 3v3? oh... yeah... that's right. they ruined it so bad that no one plays it anymore.
