The only thing Riot cares about now is things that make them money, aka LCSBIGPLAYS, else they would've nerfed zed and wouldn't have unworked Cass. I've been on the rework matchmaking train since before S3, and even when many other games are literal YEARS ahead of Riot as far as matchmaking goes, they're more worried about "HURR LET'S REWORK POOPY BECAUSE SHE BROKE OUR WORLDS VIBE". Also, tribunal and toxicity mitigation fits nicely into the category of things they stopped caring about.
If this is true than Riot is playing with a lit fuse to some dynamite. Their whole fan base is the people who currently play the game or who have played in the past. There isn't a lot of opportunity to turn a non-player into a fan, despite the "screamcasters" who will shout loudly and incoherently for LCSBIGPLAYS. What will happen is one of the other games will start stealing fanbase due to a better community and matchmaking and within just 1-2 years LoL will be effectively dead. I saw it happen multiple times over the years in the MMO realms, and I'm sure it will happen here.
But from what I've seen Riot doesn't have anyone with the experience to realize just how poor a long term decision they have made by allowing the situation to develop the way it has.
