I know it sounds absolutely insane beyond any reason here, but hear me out.

Since the problem with dark seal is 100% that 'certain champs' are suddenly abusing the hell of it, whereas other 'certain champs' actually need it as a core part of their already extremely weak as fuck, dead last in top lane, kit. Perhaps the issue here could be remedied by nerfing the champ's kits who are abusing it and already literally in the top spot for top lane?

Is that too out there for anyone to even imagine as a solution?

The item itself is actually busted. Comparing it to say, Doran’s shield it’s just so much more healing.

Dark Seal is hella busted. Not only is it stackable, but it gives good early stats on top of having snowball potential and lane sustain wrapped in one package. What are AP champs using for first buy? Its not D-Ring. Its either Refill + Dark Seal or Corrupting + Dark Seal next buy.

Dark Seal should honestly have died with it's counterpart when it was removed. The item has been nothing but problematic for the longest time, and with it's removal, they could actually give Singed compensatory buffs.

Dark seal is one of the best value items in game

Cheap, good stats, good effect, and sells for a decent amount
