Pantheon's new ult without effects bothers me

I don't want so much cc in the game. But Pantheon's new ult looks and plays more impacting than most ults in league. That said, it just bothers me that Pantheon's ult, something so satisfying to see, would just do a portion of damage and not slow or cc or any effect on him or the enemy. Its just unsatisfying to me.
