2 slows, combined with high AP damage, a speed boost, damage % on health, 150% AP scaling shield, stupid amounts of mobility, basic attacks that scale of of AP and targets missing health, an ult that scales at 130% AP with high base damage AND a self heal.

Nekusen1 voteshe has been nerfed for like 5 patches in a row. ha was just a design failure, because his kit, regardless of stats, promotes him building tank, as his sources of damage are unreliable and his passive and W passive rely on him staying too long in melee range.
