I don't get the Ivern buffs (I know I'm late)
You release him with mediocre stats and then hotfix him to give him one of the best HP/lv (among other things) in the game?

because his passive causes him to loose health on the jungle clear its like 200 on each camp when you mark it. you can't kite the camps at all and it causes him to be more squishy early than a jungler should be
When he was running tanky support builds he got blown up like an underfed ADC a little too much.
Is he balanced on the high skill level? Almost and fairly strong, but natural defenses are a little subpar and season 7 is a nerf, so this does need a little bit of compensation anyway.
