What is the average amount of BE do you get when you level up?

I know you dont get BE from leveling up but you get champion shards. If I were to disenchant every shard I get from leveling up how much BE will I get on average when I level up? do you get 1 champion shard or multiple?

on level 31 Ive got 4 champ shards from capsule and after disenchanting them got exactly 650 BE

You are supposed to get a relative value from each level. So it could be one big shard or multiple smaller shards that would be worth the same as the bigger shard.

I got 200BE. One shard. Taric. This new system is insulting.
