You can't. That's the matchup. Same with Darius or anyone ranged. Singed is a horrendously weak laner until he starts stacking mana, and even then he isn't really strong until mid-late.

part if it is that he has next to nothing on his kit. More champs have spammable gap closers than every before, and he doesn't deal with them well at all. It's more than that though. Anyone with even a little innate healing can out trade him every time. I usually find that you need to at least be on the way to your 3rd non-boot item to be able to team fight, and it's very difficult to do that when you have a champ that sticks to you like fiora does.

This used to be a skill based matchup, and now it feels like a hard counter. This is how a lot of lane matchups with newer/updated champs feel too. Often times, older champ designs simply do not have what they need to deal with the level of power creep present here. I wouldn't mind her zhonyas if it acted like zhonyas, but it can still be used to bait in multiple abilities, including single targets, and with capped cdr, she can spam her dash potentially once every 2 seconds if she used it offensively, and honestly, what's the point of having vitals in a direction when she can just dash around you. You literally can do nothing about her hitting your vital if she decides to use her stupid dash, and she gets a heal, movespeed, and %hp true on top of that.
