Just wondering if Riot has ever thought about introducing either of these 'mechanics' into the game. We have champions that earn extra gold, earn more xp, and can even share exp with other champions. I think it would be something interesting to think about when making new champions in the future.

It would not be a fun mechanic.
As well as having to deal with the champion's other abilities, their opponent would always be behind in gold or levels.
Basically, "this champion makes your game really painful and prevents you from reaching the highs on your champion"
What is your reasoning for why a champion should have such a mechanic, other than "because it hasn't been done yet"? Can you name any fun gameplay interactions it would allow?

You mean zilean and Gangplank?
Stealing exp isn't as effective outside of laning phase, plus if your opponent just lvl'ed then there's nothing to steal. Same could be said for gold. Your opponent would just make sure to spend all the gold before running into you.
I'd say if you're going to make a thief champ, then make it so you can steal items >_+.
So what you are saying is a champion that can execute your own minions
