Can Nocturne's Passive Cooldown Be Changed Similar To Shen's? No Longer STATIC CD?

Back in May, Shen got some cooldown changes to his passive. His old passive cooldown was static at 9 seconds, but was changed to 9/8/7 at lvls 1/11/17. Currently Nocturne's passive is static at 10 seconds, so could we have his passive cooldown changed in a similar fashion as Shen's?

I feel like this would fit his 1v1 theme which his whole kit seems to be based around. Over the ~4 1/2 years nocturne has been in this game he hasn't really had any changes except a lower cooldown for his ult, (which was given a longer cooldown after he was released) and how he gains movement speed toward fleeing targets. Other than those two he hasn't been given any extra power since release.

EDIT: Some people seem to think that Shen does not reduce his passives cooldown with auto attacks. Shen reduces his passives cooldown by 1 second with each auto attack, not only that, while using his W, Feint, (His Shield) his auto attacks reduce his cooldown by an additional 1 second. This means that while Shen has his shield up he can reduce his passives cooldown by 2 seconds with each auto attack.

Nocturne seems like he just needs a love tap, this might be a really good step in the right direction.

I feel like its easier to aa to reduce the passive cd on Noct, compared to Shen, who usually doesn't have a lot of attack speed.

Of course it is much easier to reduce the passive cd on Nocturne, but people here don't understand the champions, so expect some downvotes.

It already isn't static cause it gets reduced by every basic attack. Since attack speed scales with every level and he gets passive attack speed on his W which also scales with level the cooldown on his passive also scales down a lot.

So? Nocturne's passive is reduced by just autoattacks...how does it make it weaker than Shen's passive then?

He gets free attack speed on his W (40 percent at max rank) and has a higher base attack speed than Shen plus his core build includes attack speed...so I don't see how his passive needs to be buffed.

While technically true, Nocturne sucks hell at dueling and assassinating now when champions like Rengar do both better, his passive getting a buff would ease this up.

He doesn't suck at all in either of those...are you sure you have played him or played against a good Nocturne? He can duel most champs, especially with the new Devourer.

Lol..you named one champion. Rengar is better at assassinating yes...but Nocturne is better at dueling. You said Rengar is better at both. Tell me how Rengar duels a Nocturne.

Nocturne main for two years.

He really cant stand up to any champs with cc/ burst or any steroid.

He doesnt have any assassinating power, all he has is ganks and then he falls off terribly.

So you name 11 out of 126 champs to prove that he doesn't outduel "most" champs? I think 115 out of 126 would still count as "most champs".

And btw he can easily beat Yasuo, Riven and Irelia if you know how to play it and build correctly.

Shen is a tank and Nocturne is a fighter. Nocturne builds attack speed in his core build, Shen usually doesnt unless its a trinity force. -1 for wrong.

And do you understand what that means? That means Nocturne's passive benefits more from the reduction through autoattacks than Shen's does because Nocturne actually builds attack speed while Shen doesn't. What is so hard to understand from that?

Does Noc build as tanky as Shen? Does Noc live as long as Shen in teamfights to get more procs off his passive? Does Noc's passive scale off of a defensive stat, therefore rewarding him more for building defensively?

Yes, Shen does have a healing passive in his kit as well. This passive scales off of max hp which awards him for building more defensively.

That's what I just said, that he has healing in his kit. Why are you so quick to be negative and antagonistic. (FYI I started playing the game in August of 2011. I stopped playing shortly after in season two because I had a crappy laptop and didn't play again until season 3 (2013) when I finally built a pc.) Just because I am bronze doesn't mean I do not understand the game. I almost only play normals nowadays maybe a ranked game occasionally but I like playing just for fun. I wish you wouldn't try to attack or belittle someone because of the rank they have and have an actual discussion. We all love playing league of legends here or we probably wouldn't be on this site.

Unlike Shen, Noc can reduce his passive's cooldown with autoattacks. So no.

Shen can also reduce his passive's CD through his autoattacks, and that reduction is doubled with his W on.

This might be OP with Sated Devourer. But if Master Yi et al can do it, why not Nocturne? He could use just a tad more sustain.
