Could "Mana Warp" ever come back to League?

First off, let's declare what it does. The Mana Warp Passive was a Passive that was shared by two items—Mana Manipulator and its next stage Shard of True Ice (the second reworked into what is now known as Frost Queen's Claim)—with an effect that gave neaby allied Champs +5 mana regen per 5 seconds (+6 from Patch 1.0.0.152 to 3.7, removed from League in Patch 3.14). The reason it was removed was because it was so extremely gold efficient (up to 500% so) that it couldn't be balanced back in Season 3. Now, don't get me wrong. Obviously, if remade with the same regen it'll just have the same gold efficiency percentage. However, there's a difference now. Because Riot has cut down on Mana Regen, it could be possible that they could bring it back at a lesser amount on a new item (or even put it on an item already made). I know I'll probably receive flak from this, but I was interested on what you'd think of this. Even at a lesser amount of Mana Regen (like 2 or 3 instead of 5) or even with a pre-rework!Muramana-like togglable Active, could Mana Warp ever come back to League as a UNIQUE Passive? EDIT: What I was thinking was a togglable Active (30 second Cooldown, disabled when no allies are present) that lowered your CURRENT Mana Regen by 5 per 5 seconds (stressing "current" so it only works with Mana-using Champs) in exchange for transferring that amount to your allies with Mana. To balance it, Mana Champs with the Blue buff are unaffected and the active is disabled while you have the Blue buff, and the mana regen added to your allies doesn't affect what they already gain from Mana Regen Percentage (like on AUG, the 75% Mana Regen would still regen the same amount no matter what). For example, Riven can't use it. However, let's say you're using Sona with 12 per 5 seconds and your ally Morgana has 8; with the active, it lowers yours to 7 but increases Morgana's to 13.
