Riot why do you never do anything with Gangplank?

Now, I know he is getting a rework but that was announced almost 2 years ago and the last major balance change to him was in December of 2012. Some of you may say though that the cannon changes on the PBE will make him better, yet all this does is fix something that should have been done a long time ago.

The major question I have for you is why you never buff Gangplank, and don't make the remake an answer since that probably won't be launched until next year or so. All you would have to make him at least decent is a bit more damage on the passive (it is good early game but goes unnoticed late) and some the removal of animation locks on his w and e (atleast the one on his e, since with how its primary focus is about chasing, it can't fulfill that since you never want to purposely stun yourself while chasing people)

He's about to get a qol/buff. It means they are taking a look at him. If it's not enough, they'll keep on tweaking. The best way to get GP noticed is to play him, if his popularity rises, then issues will be more apparent and Riot will take a more active role in fixing him.

Part of it could be that these things take time and they have other champions higher on the list, but part could also be that Gangplank isn't exactly in a bad place. Could he be in a better place? Sure, of course he could, but he could be in a far worse place that other champions are already at.

Well I have to bring up this question then, what is the reason a team should take Gangplank over any other character.

I guess that would depend on the team and it's members. I main Garen even though there are better champions who do the same thing out of personal preference, I suppose it would be the same for someone who enjoys playing Gangplank.
