Rammus early scuttle interaction

With the scuttle crab being more important early now, can rammus W not slow him down to the point where hes almost slower than the scuttle? Rammus move speed when W 235 Scuttle movement speed early on 255 (the wiki says 155 but that's when its not being attacked) Now rammus is not an early game champion, his clear early is arguably worse then amumu to the point where fighting for the scuttle is impossible. He'll be at 1/2 to 3/4 hp when you used all your potions or most of them, while a lee, ww, kayn, udyr are full hp and already level 3 so you have to be a bitch for the entire early game. I Know i can take celerity and water walking to make up for that, but then that makes early clear even worse with losing the extra attack speed with precision. The extra time you get for taunting the scuttle doesn't give you enough time to kill it with the w and you would usually have to save the Q for when you have to back off from the scuttle because a champion like graves, lee, kayn ect will just jump on you and kill you with all their early game burst.
Do I think rammus needs buffs? Not really, maybe a little more base hp, small buff to his passive or small base attack speed but nothing crazy. However I do think is W shouldn't slow him down so much to the point where he cant catch up much less compete for the scuttle.
