Why Dont People Ward?
Going through most of my match history, I look at the warding chart to find that most people are placing 3-7 wards. While I, the top laner, am placing an average 11-18 wards a game. My support will have about 29, mid laner around 7ish, adc 3, and jungler is different depending on whos jungling 
for example.
