100RP says Riot wont respond - New Feature for Bards E

A simple and effective addition to Bards E, Magical Journey, I feel would be to give him a dash ability. First just take a look at his cinematic:

See how he streams across the battle field through the enemies to reach his target? Notice how he has speed and purpose. I feel that Bard should have this feature in his E ability.

Bard opens a portal in nearby terrain. Allies and enemies alike can take a one-way trip through that terrain by moving into the portal.

Alternatively, if Bards Magical Journey does not contact terrain he will instead perform a quick dash. The cool down is halved.

This will give Bard the ability to either escape on his own down river or simply reach an ally up lane quicker. Bard was labeled "The Wandering Caretaker" (a roaming support). By giving him the ability to perform a quick dash will allow him to roam faster from bot to mid to help in a pinch or to auto attack the enemy with a meep charge then re-position quickly in the center of lane. It will also give him a use to level his E in ARAM.
